Gen. Powell received this award from the San Fernando Valley Links, Inc. at a celebration at the Universal City Hilton Hotel. The San Fernando Valley Chapter of The Links Inc., an organization of black professional women, gave Powell the Award "for his contribution to the nation and as a role model to the community at large." Also during his visit to Southern California, the Los Angeles County Board of Supervisors designated March 22 as "General Colin L. Powell Day" in the county.
