Charles Hovey Pepper attended Colby College in Waterville, Maine, where he graduated in 1891. He studied at the Art Students League in New York from 1890–1893, and then later in Paris at the Académie Julian. Pepper lived in Paris until 1898, exhibiting at the Salon from 1894-98. The artist was deeply interested in Japanese art. He traveled to Japan and studied Japanese woodcut prints; he wrote a book on Japanese woodcut prints--'Japanese Prints' (1905). Collections: Whitney Museum of American Art; MoMa; RISD; and the Museum of Fine Arts, Boston.
